apl. Prof. Dr. Höfer studierte theoretische Medizin (Humanbiologie) an der Philipps-Universität Marburg. Er promovierte 1992 zum Dr. rer. physiol. und war bis zu seiner Habilitation (Anatomie, Zellbiologie) 1998 wissenschaftlicher Assistent an der Med. Fakultät Würzburg. Von 2001-2020 war Höfer an den Hohenstein Instituten als Geschäftsführer und medizinischer Direktor tätig. 2008 erhielt er einen Lehrauftrag als Professor für Textile Hygiene und Biotechnologie in der Bildung an der Pädagogischen Hochschule Freiburg.

Er ist Mitglied im VDI-Fachausschuss „Management hygiene-relevanter Flächen in medizinischen Einrichtungen“.
